Preston Martin served as
Chairman of the Federal Home Loan Bank in 1969-72, and as California's Savings
and Loan Commissioner in 1967-69. In 1954-66 he was involved in homebuilding,
shopping center, mortgage finance, and savings and loan "start up" organizations.
While on the faculty of University of Southern California he became an advisor
to F.Chow Chan. Upon his advise Mr. Chan was able to start Cathay Bank, later
East West Bank. As Chairman of the Federal Home Loan Bank Board, Preston Martin was instrumental
in the development of Black, Hispanic and Asian owned financial institutions.
Mr. Martin died May 30, 2007, in San Francisco at age 83.
